There are numerous early intervention and prevention programmes which support families and which have been evaluated to be successful in keeping children out of the tertiary care system. The current statutory system in Queensland is overwhelmed by sheer numbers and children are in danger of being worse off than if they remained out of care. If the numbers of families entering the Care system are reduced then better services can be provided for them. The attached paper has been presented to the Department of Child Safety, Minister Keech and Treasury.
